Before the OSH Act of 1970, the United States had very few federal regulations addressing occupational safety and health. The Act transformed the nation into one that actively protects workers from workplace hazards and promotes safer working conditions.
Most private sector employees in Pennsylvania fall under federal OSHA jurisdiction, as Pennsylvania does not have its own established state plan.
For public sector employees, the Pennsylvania General Safety Law (Act 174) governs workplace safety since federal OSHA standards do not apply.
While OSHA training is not legally required for all workers under federal law, OSHA recommends that individuals in supervisory roles complete the OSHA 30-Hour course and entry-level employees take the OSHA 10-Hour course. These courses cover essential safety topics relevant to various job activities. Additionally, many employers prefer workers who hold OSHA certification.
However, OSHA training is mandatory for contractors and employees working in the Philadelphia construction sector. Specifically, an OSHA 10-Hour Construction certificate is required if you work for a company that:
Is a registered home improvement contractor with the state and directly performs permitted construction or demolition activities under Philadelphia Code, Title 4, Subcode A, Section A-1001.4.
Holds a contractor’s license.
